Election Voting Process and use of Voting Machine - 2009

The General Elections are conducted by the Election Commission of India - External website that opens in a new window and follow an intricate process. All Indian citizens who are 18 years of age and above may enrol themselves as voters in the electoral rolls - External website that opens in a new window. The total voters after revision of electoral rolls in January 2009 was approximately 714 million - External website that opens in a new window compared to 671 million in the 2004 General Elections. This is an increase of 43 million people in the electorate.

After the Election Commission declares the dates of nomination, polling and counting, the Model Code of Conduct (386 KB) (PDF file that opens in a new window) comes in force to prevent sudden swings in voting. This code specifies rules such as limits on campaigning funds, criticism of other political parties and regulation of processions.

Process of General Elections

Polling Day is declared a holiday to enable the citizens to cast their votes in their respective polling stations. Government servants are stationed at polling booths to oversee the handling of elections. When a citizen casts their vote, indelible ink is applied to the index finger of their left hand, to stop bogus voting. Later, the Electronic Voting Machines are kept in a room under strict security. After all the phases of the election are over, the votes will be counted. The votes of the General Election for the 15th Lok Sabha will be counted on 16th of May, 2009 and results are expected to be announced on the same day.

The party or coalition that wins the most number of seats in the Lok Sabha is invited to form the new government. This political party or coalition has to show that it is backed by at least fifty percent of members of the house in a vote of confidence. After proving the support of an absolute majority, the election process ends and a new administration comes into power. The Lok Sabha - External website that opens in a new window is the lower house of the Parliament in India. It consists of representatives of the people selected by direct election based on universal adult suffrage. As of now, the Lok Sabha consists of 545 members of which two are nominated by the President from the Anglo Indian community. The number of representatives to be elected from each State depends on the population of that State, such that the ratio of seats to the population is the same, as far as possible for each State.

The General Elections are held once every five years after the term of the standing Lok Sabha expires, unless the lower house was dissolved earlier by the President. At this year's General Election, voting will be held for a total of 543 Lok Sabha seats - External website that opens in a new window, out of which 499 are newly delimited constituencies. A total of 84 parliamentary constituencies (32.9 KB) (PDF file that opens in a new window) are reserved for Scheduled Castes while 47 are reserved for Scheduled Tribes.

The system of elections in India has seen a lot of evolution since the first General Elections was held after Independence in 1951. Enter Gujarat Commmon Entrance Test for MBA and MCA - 2009

Gujarat Common Entrance Test (GCET) for admissions to Masters of Business Administration (MBA) and Masters of Computer Application (MCA) will be conducted online from this year.

Entrance tests which will now be conducted by the newly-formed Gujarat Technical University (GTU) will be held online for the first time. To facilitate this, two centres will be opened in each district with 50-odd computers where students can give their test online.

Tests are scheduled to be conducted between June 1 to 15. The paper of each examinee will be different to minimise copying. It will also allow authorities to conduct the test in batches.

Interestingly, students will not have to wait long for their results. "Students will be given their scorecard in two hours," said director of GTU Manish Bharadwaj.

Earlier, the task of conducting entrance tests for MBA and MCA exams was handed over to a university. With GTU taking over the professional courses, new set of reforms are being implemented.

With the entrance test going online, admission process is expected to be conducted in time. "Merit list will be declared on June 16 and 17. After students pay the fee, courses will begin in different colleges from July 1," said Bharadwaj.

Earlier, beginning of the academic session in these courses would get delayed till August and even September. Gujarat University has also planned to start external BBA and BCA exams and is currently formulating its course content.
